Kodo Millet Sent to New Zealand

The Millet has arrived in New Zealand safely but has been detained by NZ Customs because:-

" Authority Conditions
Millet requires a phytosanitary certificate and to be imported under one of the options 2.14 Panicum spp."

See the attached form.
I agree this is onerous for 1kg of millet, however as every shipment of millet which arrives in
New Zealand is required to have the specified certificate and none has been imported since this
requirement was brought in, it would be worth your while to learn how to produce the required document.

Update 18 April 2021
While I never received the millet from Distacart (due to New Zealand's protective requirements for a phytosanitary certificate),
Distacart was kind enough to give me a full refund of the amount of the purchase, so I have revised rating on this transaction to five stars.
